Review of previous meeting minutes:
Minutes from the July 21 meeting were reviewed.  Randy Wolff moved to approve.
Bob Ross seconded. Without objection the minutes were approved.


ARs:
- Bob Ross to review the BIRD181.2 draft
  - Bob made a correction.
- Bob Ross to verify fixes for ibischk bugs in ibischk702 test executables

- Mike LaBonte to test new ibischk702 test executables against IBIS file library

IBIS Quality Specification:
Mike LaBonte reported that feedback had been received from Jason Chung of Global
Foundries. Jason wrote that on page 23, Open-sink should be paired with Open-drain,
not Open-source.  Mike asked if that really was an error. The sentence before
the offending sentence was about Open-drain.  He was not sure the Vref vs. Vmeas
statements were valid.  Bob Ross said the relationship between Vref and Vmeas was
not a requirement.  Randy Wolff said the Vref/Vmeas statements were valid. He noted
that open-sink/drain had a Pulldown and no Pullup, verifying that the logic of those
sentences was correct.  Mike suggested moving "and Open-sink" to the first sentence.
Jason had given permission to be cited if a QuaIL entry was to be written. It would
be QUAIL3.  Mike will draft a new QuaIL and ask Jason to approve it.  Bob noted an
update to the IBIS Quality specification might be a 2.1 version.

BIRD181.2:
Bob Ross showed proposed changes for the BIRD181.2 draft.  He felt in general that the
notation describing voltages was very cumbersome.  Bob had made changes to Table 1 in
Notes on Data Derivation.  Mike said each item inside V(a,b) had to be a node name.
Bob noted that "0" was a node name in SPICE.  Mike asked to see the table in the latest
draft of BIRD181.2 from ATM meetings.  Bob found and showed draft 2 of BIRD181.2.
Mike felt the table should be consistent in use of the ideal ground reference node name,
and also that ECL entries like "0.0 V" should be like the others, in V(a,b) form.
Randy said it should be OK to discuss this in quality meetings, but occasional ATM
review was a good idea.

New parser bugs:
Bob Ross reported there were no new bug reports.


IBISCHK 7.0.2 development:
Bob Ross said this was done and had been published.  He said it was unfortunate that
the next Open Forum meeting was at least a month away, because we usually held a vote
to accept the software and release the funds.  Mike LaBonte noted that those votes
were really to accept the software, the vote to spend the funds had already been passed
when the project was approved.  Randy Wolff suggested the Quality Task Group should be
the one to vote to accept.  Bob said an Open Forum vote to accept was written into in
the contract.  Randy checked and verified that language.  He said an email-only vote
could be held, closing on Aug 21.  We agreed to that approach.

Mike said he had made a minor correction to the ibischk7 web page. The Linux RedHat
executables were compiled with RHEL7, not 6.
